4.  Background

This is a new Community Lead Local Development – European Regional Development Fund project to deliver a range of support services to individuals living in Lower Super Output Areas in West Cornwall and Coast to Coast Local Action Group Areas.  We are working in partnership with a wide range of organisations and stakeholders, including the Growth Hub and Housing Associations and the providers of other support services.

Outset CIC has a first-class reputation for the level and reach of the individuals supported under this programme, its partnership working, and the outputs and outcomes that the project achieved.  Outset services and content, have delivered benefits much wider than the typical outputs required by European funded programmes, and has been independently evaluated by the New Economics Foundation in respect of these wider economic and social benefits that it delivers to local economies.

5. Delivery

We now wish to procure the delivery of some elements pre-start enterprise exploration and self-development workshops and coaching.

All tender applications must demonstrate that staff delivering have experience of the following:

Self-employment/running their own business;

Delivering training or 1:1 support to underrepresented and disadvantaged groups which includes:

Enterprise skills and personal/self-development such as confidence building and positive business mindsets

Deliverers of this contract must be able to engage and support residents across CIoS, and will be an integrated part of a locally-based team.  The contract will last for 12 months, and depending on performance, and at Outset CIC’s absolute discretion it may be extended for a maximum of two additional terms.

The target audience is individuals who are or may be thinking of becoming self-employed or setting up a business in CIoS and come from under-represented or disadvantaged groups and the very early stage businesses.  The training support delivered under this contract must therefore be tailored, flexible and appropriate for a wide range of individuals, including under-represented groups and those furthest from the labour market such as:

  • long term unemployed
  • disabled
  • financially excluded
  • women
  • black and minority ethnic residents

In addition, because of the wide range of our individual clients and the specialist nature of some of their needs, the highest quality of service and the experience of the delivery team is of paramount importance, particularly in terms of accessibility, flexibility, and post-start support. 

Outset CIC’s marketing team will be responsible for marketing and promotion activities, but bidders are required to demonstrate how they will work with us to support and enhance these activities.  For example, what relationships they may already have with relevant stakeholders or businesses, what outreach, promotion and engagement activities or expertise they could contribute.

The successful bidder or bidders will be required to use Outset CIC’s Customer Relationship Management system on which training will be provided, and collect a range of paper-based data, evidence and contractual forms regarding delivery, outputs and results.  Payment of invoices will not be approved unless all electronic and paper evidence is in order and has been signed off by the Outset CIC Project Manager.  Payment will be monthly in arrears.

Due to the nature of our client groups, these interventions will require intensive support.

The maximum budget for year 1 is £86123.

Presentations may be requested from the bidders within the top 5%, if so they will be part of the evaluation process and scored.
